Resource | Research | Payment Accuracy and Program Integrity Improper Payments to WIC Vendors 2005-2008

About every 7 years, FNS performs a nationally representative study to examine the extent of error and abuse among food vendors authorized to accept WIC vouchers. The last bookend study was the 2005 WIC Vendor Management Study, which used fiscal year 2005 expenditure data to derive an estimate for 2004. Between bookend studies, there is a need to derive annual estimates of the level of improper payments for compliance with the Improper Payments Information Act of 2002. The purpose of the subsequent annual studies was to provide annual updates to the bookend studies using the developed aging methodology.

The diets of most Americans fall short of the Dietary Guidelines for Americans. This exploratory analysis examines dietary patterns of low-income individuals classified as healthy and less healthy eaters based on their score on the Healthy Eating Index (HEI)-2005. The HEI-2005 is a 100-point score that measures how well populations adhere to the Dietary Guidelines for Americans.

In 1991 and 1998, FNS conducted national studies of WIC vendors to determine the extent of vendor violation of program rules. After the 1998 study, FNS issued regulations to correct vendor practices. The 2005 study replicates the 1998 study to determine whether the regulations were effective, and to measure the frequency of vendor violations and the degree to which vendors charge accurate prices for WIC transactions.

This report provides information about the demographic and economic circumstances of food stamp households in fiscal year 2005. The report draws on data for households participating in the Food Stamp Program under normal rules and thus does not include information about those who received disaster assistance after the Gulf Coast hurricanes in October 2004 and September 2005.

Resource | Research | Demonstrations An Evaluation of the Prime Vendor Pilot of the Food Distribution Program on Indian Reservations

The Prime Vendor Pilot was conducted as part of USDA's Business Process Re-engineering efforts to improve the administration and operation of the Food Distribution Program on Indian Reservations. Under this pilot, USDA partnered with the Department of Defense, which had an existing contract with commercial vendors and distributors.

FNS published “The WIC Vendor Management Study, 1998” in July 2001 which examined, in part, the extent to which retail grocers, defined as WIC “vendors” were violating program rules and regulations. The 1998 study is a follow-up to the “WIC Vendor Issues Study, 1991” published by FNS in May 1993.

Volume 2 of this report compares the ongoing administrative costs of system operations and system levels of benefit loss and diversion with those of on-line EBT systems and the Dayton pilot.
