Este informe de viabilidad presenta los resultados de un estudio del Servicio de Alimentos y Nutrición (FNS, por sus siglas en inglés) del Departamento de Agricultura de los Estados Unidos (USDA, por sus siglas en inglés) para evaluar los cambios administrativos, operativos y de integridad programática necesarios para operar el Programa de Asistencia Nutricional Suplementaria (SNAP, por sus siglas en inglés) en Puerto Rico.

Congress directed FNS to update findings on administrative, operational, and program integrity changes needed to update Nutrition Assistance Program (NAP) to SNAP as presented in the 2010 USDA report, Implementing Supplemental Nutrition Assistance Program in Puerto Rico: A Feasibility Study and develop a detailed implementation plan for reestablishing SNAP in Puerto Rico. The study findings are presented in a report and an implementation plan.
The Child Nutrition Reporting Burden Analysis Study was commissioned by FNS in response to a legislative requirement of House Report 114-531. The study examined challenges faced by SAs and SFAs related to child nutrition program administrative and reporting requirements and identifying those that contribute most to the workload for SAs and SFAs that operate CN programs.

This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Direct certification is a process conducted by the states and by local educational agencies to certify eligible children for free meals without the need for household applications.
This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Student eligibility for free meals is determined by application or by direct certification. Although direct certification systems vary by State and LEA, all such systems are designed to eliminate the need for paper applications. Effective in SY 2011-12, LEAs must conduct direct certification three times per year: once at or around the start of the school year, and again three and six months after that initial effort. All direct certification systems now match student enrollment lists against SNAP agency records and the records of other assistance agencies whose participants are categorically eligible for free meals. The matching process, whether automated or manual, requires no action by the children’s parents or guardians.
