This study develops standard methodologies that might be used to construct standard utility allowances, which are used by States as part of the SNAP eligibility and benefit determination.
The purpose of this study is to evaluate the effectiveness of state agencies current peer group systems, and to provide guidance to state agencies on how to evaluate and update their systems. Specifically, it uses empirical analysis to identify one or more effective models for establishing vendor peer groups that could apply to most state agencies.
This report describes how the Direction Card system works; the process undertaken by ODJFS and its EBT vendor to design, develop, and test the system; the implementation process and experiences; and the cost of system design, development, and implementation. Volume 2 of this report compares the ongoing administrative costs of system operations and system levels of benefit loss and diversion with those of on-line EBT systems and the Dayton pilot.
This report analyzes the findings from North Carolina’s Vehicle Exclusion Limit Demonstration, which excluded one vehicle per household, regardless of value, from the Food Stamp Program’s countable asset limit. Under current law, for most families, only the first $4,650 of the first vehicle’s value is excluded. Some have argued that because a reliable vehicle is often required to find and hold a job, the entire value of the first vehicle should be excluded.
The analysis conducted in this study builds on these two strands of the literature and uses three alternate definitions of breakfast: Consumption of any food or beverage. Breakfast intake of food energy greater than 10 percent of the Recommended Dietary Allowance (RDA). Consumption of foods from at least two of five main food groups and intake of food energy greater than 10 percent of the RDA.
