This data collection fulfills states’ reporting requirements and describes trends in program participation during the COVID-19 pandemic from July 2020 through Dec. 2021. It is part of an ongoing study series examining CN program operations, repurposed to collect waiver reports from all states. A previous report in the series detailed waiver usage and trends in program participation and operations from March through Sept. 2020.

This study is the first nationally representative, comprehensive assessment of the school meal programs since the updated nutrition standards for school meals were phased in beginning School Year 2012-2013. This collection is a revision of a currently approved collection for the School Nutrition and Meal Cost Study-II. The purpose of SNMCS-II is to provide a comprehensive picture of school food service operations and the nutritional quality, cost, and acceptability of meals served in the National School Lunch Program and School Breakfast Program.

This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Direct certification is a process conducted by the states and by local educational agencies to certify eligible children for free meals without the need for household applications. 

The U.S. Department of Agriculture (USDA) provides nutrition assistance to Tribal communities through the Food Distribution Program on Indian Reservations (FDPIR). The last nationally representative study of FDPIR was based on 1989 data. Since that time, there have been many changes in FDPIR affecting eligibility, warehouse operations and distribution, customer service, and improvements in the types and variety of products offered in the food package. This report provides an update of FDPIR participant characteristics and program operations, based on a nationally representative sample of participants and sites.

This report presents the characteristics of schools and students by their school meal program participation and certification status in the spring of 1992. The analysis is based on data from the most recent school nutrition data collection effort, the 1992 School Nutrition Dietary Assessment (SNDA) survey.

This study presents the first nationally representative profiles of FDPIR participant and program characteristics, and the food-assistance needs and preferences among this particular target population. This executive summary provides a brief historical perspective on the program, describes the objectives and methodology of the evaluation, and summarizes the major finding.
