This study — mandated by Section 4022 of the Agricultural Act of 2014 — reviews research on employment and training program components and practices that: (1) assist members of households participating in SNAP to obtain regular employment; and (2) are best integrated with state workforce development systems.
This study examined the feasibility of creating a data collection system capable of directly and automatically providing USDA with item-level data on purchases made by SNAP households. Data would be captured at the point of sale from purchases made using EBT cards.
The SNAP E&T pilot projects give Congress, USDA, and states the opportunity to test innovative strategies and approaches that connect low-income households to good paying jobs and thereby reduce their reliance on public assistance.

National completion rates for SNAP QC reviews have generally declined since peak levels in the 1980s, and State-level completion rates vary widely. This study examines the factors contributing to incomplete reviews of cases and describes best practices associated with high SNAP QC completion rates.
The Nutrition Assistance Program in the Commonwealth of Puerto Rico provides a monthly benefit for food to low-income households that includes both cash and noncash portions. Three-fourths (75 percent) of the benefit must be redeemed for eligible food items through electronic benefit transfer (EBT) at certified retailers. The remaining 25 percent may be redeemed in cash. The entire benefit (both the noncash and cash portions) is to be used only for the purchase of eligible food items.
This study examined program outcomes such as procedural denials and application timeliness when applicant interviews were conducted by community-based organizations (CBOs) staff to outcomes when SNAP staff conducted applicant interviews in 4 states - Florida, Michigan, Nevada, and Texas.
“Churning” in the Supplemental Nutrition Assistance Program (SNAP) is defined as when a household exits SNAP and then re-enters the program within 4 months. Churning is a policy concern due to the financial and administrative burden incurred by both SNAP households and State agencies that administer SNAP. This study explores the circumstances of churning in SNAP by determining the rates and patterns of churn, examining the causes of caseload churn, and calculating costs of churn to both participants and administering agencies in six States.
This study describes how farmers markets and direct marketing farmers operate and their perceived benefits and barriers to accepting SNAP.
In response to rising caseloads and limited resources, states have sought to reduce administrative costs while maintaining or increasing access to the Supplemental Nutrition Assistance Program (SNAP). The changes states have made are commonly referred to as modernization, not privatization. Modernization decisions are influenced by a variety of factors that vary by state. This report presents in-depth case studies in five states with modernization initiatives in place between July 2000 and February 2012 to describe their experiences, assess potential impacts, and identify key lessons learned.
