This report is the latest in a series on Supplemental Nutrition Assistance Program (SNAP) participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules to those who actually participate in the program. Because the coronavirus COVID-19 public health emergency affected data collection starting in March 2020, this summary covers only the pre-pandemic period of October 2019 through February 2020.

The WIC Infant and Toddler Feeding Practices Study 2 (WIC ITFPS-2)/ “Feeding My Baby” Study  is the only national study to capture data on caregivers and their children over the first 5 years of the child’s life after enrollment in WIC, regardless of their continued participation in the program. This report focuses on the dietary intake patterns, eating behaviors, and weight status of children during the fifth year of life. The report also examines associations between WIC participation and key diet and health-related outcomes.

FNS has historically estimated the participation rate of SNAP by using Census data and samples of SNAP administrative data, but modeling SNAP eligibility using survey data has a number of challenges. An important measure of the Food Stamp Program’s performance is its ability to reach the people it is meant to serve. This report presents estimates of the food stamp participation rate among eligible working poor persons in each state. Working poor persons are defined as individuals living in house holds in which at least one member had earnings from a job. The participation rates are presented for an average month in fiscal years 2003 and 2002. These estimates can be compared to the state food stamp participation rates previously released for all eligible individuals in Reaching Those in Need: State Food Stamp Participation Rates in 2003 (October 2005).
