This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals.

SNAP Education (SNAP-Ed) is the nutrition education and obesity prevention component of SNAP; its goal is to improve the likelihood that persons eligible for SNAP will make nutritious food choices within a limited budget and choose physically active lifestyles consistent with the current Dietary Guidelines for Americans and the USDA food guidance.

WIC Participant and Program Characteristics 2016 (PC 2016) summarizes the demographic characteristics of participants in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) nationwide in April 2016. It includes information on participant income and nutrition risk characteristics, estimates breastfeeding initiation rates for WIC infants, and describes WIC members of migrant farm-worker families. PC 2016 is the most recent in a series of reports generated from WIC state management information system data biennially since 1992.

The WIC Infant and Toddler Feeding Practices Study 2 (WIC ITFPS-2)/ “Feeding My Baby” Study captures data on caregivers and their children over the first 5 years of the child’s life after WIC enrollment to address a series of research questions regarding feeding practices, associations between WIC services and those practices, and the health and nutrition outcomes of children receiving WIC.

To explore other options for assessing impacts, FNS awarded a contract to provide FNS with new information on: experiences and satisfaction of participants in FNS programs, and impacts of program participation on food security, diet quality, and other indicators of household well-being.

Low participation rates among low-income people eligible for food stamp benefits have prompted a number of outreach and public education efforts. In 2002, the Food and Nutrition Service awarded $5 million in grants to community-based organizations in 15 States to investigate how to increase participation among people eligible for food stamp benefits. The evaluation of these grants describes the features and outcomes of these 18 projects.

The national nutrition safety net consists of 15 programs that provide millions of low-income Americans access to a healthy and nutritious diet. It has been observed that many low-income individuals are both overweight and participants in one or more nutrition assistance programs. This has led some to question whether participation in the nutrition assistance programs contributes to the growing problem of overweight and obesity. This report presents the conclusions of an expert panel convened by the Food and Nutrition Service to determine if there is scientific evidence of a relationship between program participation and excess weight.

The Child Nutrition and WIC Reauthorization Act of 2004 directed the Secretary of Agriculture to conduct a study of the feasibility of using computer technology to reduce over-certification, waste, fraud and abuse in the National School Lunch Program.
