Resource | Research | Payment Accuracy and Program Integrity The Extent of Trafficking in the Supplemental Nutrition Assistance Program: 2012–2014

Trafficking of Supplemental Nutrition Assistance Program benefits occurs when SNAP recipients sell their benefits for cash to food retailers, often at a discount. Although trafficking does not increase costs to the federal government, it is a diversion of program benefits from their intended purpose of helping low-income families access a nutritious diet. This report, the latest in a series of periodic analyses, provides estimates of the extent of trafficking during the period 2012 through 2014.

This report provides the 2015 national estimate of incorrect payments for the meal reimbursements. The assessment calculates both overpayments and underpayments for FDCHs that earn either Tier 1 (higher) or Tier II (lower) reimbursements depending on the location and circumstances of the child care provider or the participating children.

Specifically, it uses empirical analysis to identify one or more effective models for establishing vendor peer groups that could apply to most state agencies.

Resource | Research | Breastfeeding Breastfeeding Intervention Design Study

While a great deal of breastfeeding promotion and support is happening in WIC at both the state and local levels, there has been no systematic effort to evaluate what might work best in the WIC setting. Within this context, FNS  contracted for a breastfeeding intervention design study with the following goals: Identify interventions to increase the incidence, duration and intensity of breastfeeding among women participating in WIC; and design an evaluation plan to examine the implementation and effectiveness of these interventions.

USDA sponsored the NSLP Application/Verification Pilot Projects to test ways to improve the process for certifying students for free or reduced-price meals. This report presents findings on the impacts of two alternatives to the current application-based certification process - Up-Front Documentation and Graduated Verification - that were tested in 12 public school districts over a three-year period.

This report presents the results of a case study of verification in 21 large metropolitan SFAs around the country. The study examined outcomes of the verification process and made an independent assessment of income eligibility of households with specific verification outcomes using data from in-person interviews with families.
