This is the first of a series of annual reports which will assess the administrative error associated with school food authorities’ approval of applications for free and reduced-price school meals. More than 95 percent of students who were approved for benefits on the basis of an application were receiving correct benefits, based on the information in the application files. In school year 2004-05, 3.5 percent of all students who submitted an application for free/reduced-price meal benefits had an administrative error in the processing of their applications,

The WIC Participant and Program Characteristics (PC 2004) report summarizes demographic characteristics of WIC participants nationwide in April 2004, along with information on participant income and nutrition risk characteristics. A national estimate of breastfeeding initiation for WIC infants is included. The report also describes WIC members of migrant farm-worker families.

The Analysis of the Summer Food Service Program and Food Needs of Non-participating Children was designed to determine why children who attended elementary school during the 2003-2004 school year and were eligible for free or reduced-price meals did not participate in SFSP. For the purposes of this report, children who are eligible for free or reduced-priced meals will be referred to as "SFSP-eligible children."

Resource | Research | Assessing/Improving Operations WIC Staffing Data Collection Project

The project is a component of ongoing FNS efforts to effectively develop administrative data collection on important issues in local level WIC staffing. This WIC Staffing Data Collection pilot project was prompted by a 2001 GAO report that: cited a range of quality of services between local WIC agencies; expressed concern that local agencies may not be able to provide adequate services; and cited a need for improved professionalism and quality of service, as well as enhanced availability of professional staff to provide direct services.

Resource | Research | Assessing/Improving Operations National School Lunch Program Application/Verification Pilot Project: Report on First Year Experience

Twenty-two school food authorities across 16 states began testing pilot procedures in 2000-01 to determine and verify the eligibility of children for free and reduced price school meals. Three pilot F/RP eligibility determination models are being tested over a three-year period.

Resource | Research | Assessing/Improving Operations School Meals Initiative Implementation Study: Third Year Report

Research conducted in the early 1990s indicated that school meals, on balance, were failing to meet certain key nutritional goals. In light of these findings, the USDA launched a far-reaching reform of the school meals programs, a reform aimed at upgrading the nutritional content of school meals. Several elements of this reform are collectively referred to as the School Meals Initiative for Healthy Children (SMI). The status of this initiative, together with an examination of selected operational issues of these programs, are the principal subjects of this report.

This report describes how the Direction Card system works; the process undertaken by ODJFS and its EBT vendor to design, develop, and test the system; the implementation process and experiences; and the cost of system design, development, and implementation. Volume 2 of this report compares the ongoing administrative costs of system operations and system levels of benefit loss and diversion with those of on-line EBT systems and the Dayton pilot.

This report summarizes the results from the state census conducted by FNS. Data for the census were collected during fiscal year 2001. The study examines how states are currently using or planning to use computer matching strategies for error reduction in the Food Stamp Program.
