In this report we discuss our progress in deriving state participation rates for the working poor. We build upon recent studies examining national participation rates for socioeconomic and demographic subgroups and rates for states among the entire eligible population.

Resource | Research | Assessing/Improving Operations Evaluation of the National School Lunch Program Application/Verification Pilot Projects

USDA sponsored the NSLP Application/Verification Pilot Projects to test ways to improve the process for certifying students for free or reduced-price meals. This report presents findings on the impacts of two alternatives to the current application-based certification process - Up-Front Documentation and Graduated Verification - that were tested in 12 public school districts over a three-year period.

Resource | Research | Assessing/Improving Operations Case Study of National School Lunch Program Verification Outcomes in Large Metropolitan School Districts

This report presents the results of a case study of verification in 21 large metropolitan SFAs around the country. The study examined outcomes of the verification process and made an independent assessment of income eligibility of households with specific verification outcomes using data from in-person interviews with families.

Resource | Research | Participation Rates Reaching Those in Need: State Food Stamp Participation Rates in 2001

This report is the latest in a series of publications presenting estimates of the percentage of eligible persons, by state, who participate in the Food Stamp Program. This issue presents food stamp participation rates for states in an average month in fiscal year 2001 and for the two previous fiscal years. These estimates differ slightly from those reported last year because of the change in the reference period from the month of September to the average month across the fiscal year, and improvements in data and methods.

The Food Stamp Program (FSP) helps needy families purchase food so that they can maintain a nutritious diet. Families are eligible for the program if their financial resources fall below certain income and asset thresholds. However, not all eligible families participate in the program. Some choose not to, while others do not know they are eligible. The participation rate—the ratio of the number of participants to the number of eligibles—reveals the degree to which eligible families participate.

Resource | Research | Participation Rates Who is Leaving the Food Stamp Program? An Analysis of Caseload Changes from 1994 to 1997

The number of people receiving food stamps fell by over 5.9 million between summer 1994 and summer 1997, with most of the decline occurring in the year between September 1996 and September 1997. This decline occurred during a period of strong economic growth – unemployment fell, inflation stayed low, and the percentage of Americans living in poverty fell slightly. In the same period, Congress enacted and states implemented sweeping reforms to the Food Stamp Program and to the nation’s welfare programs.

This report reviews recent approaches to estimating the numbers of persons eligible for and participating in WIC. It also describes issues concerning these estimates that may be worthy of review and synthesizes research on these issues.
