Resource | Research, Analysis & Background | Food Security Reaching Those in Need: Estimates of State SNAP Participation Rates in 2020

​This report—part of an annual series—presents estimates of the percentage of eligible persons, by state, who participated in USDA's SNAP during an average month in fiscal year 2020 and in the two previous fiscal years. Because the Coronavirus COVID-19 public health emergency affected data collection starting in March 2020, this summary covers only the pre-pandemic period of October 2019 through February 2020. Thus, this report presents rates only for all eligible persons during the pre-pandemic months of FY 2020.

​The COVID-19 pandemic significantly impacted school meal operations and has contributed to lasting supply chain issues affecting the cost and availability of food and labor. The School Food Authority Survey II on Supply Chain Disruption and Student Participation was administered to all SFAs operating child nutrition programs in schools to gather information on the impacts of continued supply chain disruptions and the return to standard operations during SY 2022–23.

This data collection fulfills states’ reporting requirements and describes trends in program participation during the early months of the COVID-19 pandemic. It is part of an ongoing study series examining CN program operations, repurposed to collect waiver reports from all states.

​This report responds to House Report 117-82, which directs the USDA to publish state-level estimates of the percentage of pregnant women, infants, and children under age five participating in FNS’s SNAP or in Medicaid but not participating in WIC.

​This report presents estimates of the percentage of eligible persons, by state, who participated in SNAP during an average month in FY 2019 and in the two previous fiscal years. SNAP eligibility criteria include maximum income and resource thresholds, as well as certain nonfinancial criteria, such as age and disability status.

Resource | Research | Participation Rates Reaching Those in Need: How Effective is the Food Stamp Program?

This pamphlet provides estimates for Food Stamp Program participation rates by states. It will be the first widely-released document showing the percentage of eligible people, by state, who actually participate in the program. Because the data are from January 1994, prior to the enactment of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, they provide baseline data on participation rates prior to the enactment of welfare reform.

This report provides a comprehensive picture of individuals’ patterns of participation in the Food Stamp Program during the early 1990s, a period of rapid caseload growth. Based on data from the 1990 and 1991 SIPP panels (national longitudinal surveys covering the period from late 1989 to early 1994), the research addresses questions about why individuals enter and leave the FSP, how long participants stay on the program, whether individuals return at a later time and what factors distinguish those who are more dependent on the program from those who are less dependent.
