Resource | Research | Assessing/Improving Operations Evaluation of the Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstrations, Year 2

This report examines the impact of using Medicaid data to directly certify students for free and reduced-price school meals in the National School Lunch and School Breakfast Programs in 15 states in school year 2017-18. Certification, participation and reimbursement outcomes for Cohort 1 states in their second year of implementation and Cohort 2 states in their first year of implementation are discussed.

Resource | Research | Food/Nutrient Analysis WIC Infant and Toddler Feeding Practices Study 2 (ITFPS-2): Fourth Year Report

The WIC Infant and Toddler Feeding Practices Study 2 (WIC ITFPS-2)/ “Feeding My Baby” Study is the only national study to capture data on caregivers and their children over the first 6 years of the child's life regardless of their continued participation in WIC. Overall, the study examines child-feeding practices, associations between WIC services and those practices, and the health and nutrition outcomes of children who received WIC around birth. This report, the fifth in the series generated from this study, focuses on the dietary intake patterns and weight status of children during the fourth year of life. The report also examines families' WIC experiences and their perceptions of the program's impact.

Resource | Research | Assessing/Improving Operations Assessment of the Administrative Review Process in School Meal Programs

The Administrative Review is the process state agencies use to assess compliance with federal requirements of SFAs participating in the National School Lunch Program and the School Breakfast Program. This study assesses the AR process by examining the results from a purposive sample of ARs. The study also describes in-depth how nine selected state agencies conduct their ARs, and ways the process could be further improved.

Resource | Research | Demonstrations Assessment of the Contributions of an Interview to Supplemental Nutrition Assistance Program Eligibility and Benefit Determinations

This study was designed to assess whether the elimination of the eligibility interview at certification and recertification would have adverse effects on client and worker outcomes. FNS awarded grants to two States—Oregon and Utah—to conduct demonstrations in which the eligibility interviews at certification and recertification were completely eliminated. An analysis of the demonstrations that provide estimates of the contributions of eligibility interviews in determining SNAP eligibility and benefits was conducted.

Resource | Research | Assessing/Improving Operations Program Error in the NSLP and SBP: Findings from the Second Access, Participation, Eligibility and Certification Study (APEC II)

FNS developed the Access, Participation, Eligibility and Certification (APEC) study series, which collects and analyzes data from a nationally representative sample of schools and school food authorities (SFAs) about every 5 years. APEC allows FNS to develop a national estimate of erroneous payment rates and amounts in three key areas: certification error, meal claiming error and aggregation error.  FNS recently completed APEC II, which collected data in School Year 2012-2013 and this report summarizes those findings.

The Healthy, Hunger-Free Kids Act of 2010 required the Food and Nutrition Service to conduct a demonstration that adds Medicaid to the list of programs used to directly certify students for free school meals. Although students receiving Medicaid are not categorically eligible for free meals, the DC-M demonstration authorizes selected States and districts to use income information from Medicaid files to directly certify those students found to be eligible for free meals.

A fundamental issue in the design of the Food Stamp Program (FSP) is the form benefits should take. Advocates of the current coupon system argue that coupons are a direct and inexpensive way to ensure that food stamp benefits are used to purchase food. Coupon advocates contend that, despite some evidence of fraud and benefit diversion under the current system, food stamps are used largely to purchase food. In addition, they contend that coupons give household food budgets some measure of protection against other demands on limited household resources. Advocates of cashing out the FSP argue that the current system limits the food-purchasing choices of recipients and places a stigma on participation. Moreover, they cite the cumbersome nature and cost of coupon issuance, transaction, and redemption.

A fundamental issue in the design of the Food Stamp Program is the form the benefits take. From the inception of pilot programs in the early 1960s to the contemporary program, the vehicle of choice has been the food stamp coupon, a voucher that can be redeemed for food at authorized retailers. For nearly that same period analyses have considered the relative merits of cash--or, in practice, checks--as an alternative. Advocates of the current coupon system argue that coupons are a direct and inexpensive way to ensure that food stamp benefits are used to purchase food, that the unauthorized use of food stamps is relatively limited despite some evidence of fraud and benefit diversion, and that coupons provide some measure of protection to food budgets from other demands on limited household resources. Advocates of cash benefits argue that the current system limits the purchasing choices of participants; places a stigma on participation; does not prevent the diversion of benefits (as evidenced by the existence of illegal trafficking); and entails excessive costs for coupon production, issuance, transaction, and redemption.
