The Federal Government fully funds SNAP benefits, but FNS and state agencies share administrative expenses, with each paying about 50 percent. State administrative costs per case varies widely by state. This study explores a number of factors, including state economic conditions, SNAP caseload characteristics, state SNAP policies, to try to explain the variation by state.

The Food Insecurity Nutrition Incentive grant program provided $100 million to fund and evaluate projects that were intended to increase fruit and vegetable purchases among SNAP participants by providing incentives at the point of purchase. 

The final evaluation report presents findings on the impacts of HIP on fruit and vegetable consumption and spending, the processes involved in implementation and operating HIP, impacts on stakeholders, and the costs associated with the pilot.

FNS conducted the three-year pilot from SY 2000–2001 through SY 2002–2003. The aim of this pilot was to study the impact of the availability of universal-free school breakfast on breakfast participation and measures related to elementary school students’ nutritional status and academic performance. This report is the final product of a study designed to learn about state Food Stamp Program policy choices and local implementation of these policies after the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The report presents examples of policies and practices that may have affected client service in the FSP in terms of program accessibility, quality of service and availability of employment and training services, particularly for food stamp recipients that do not receive cash assistance (non-TANF food stamp households).
