The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

​This study evaluated the implications of online SNAP benefit redemption on program integrity. In addition, the study gathered basic information about online benefit redemption, including the use in urban and rural settings.

The Evaluation Policy highlights FNS’ commitment to scientific integrity and rigor in conducting research and evaluation projects and how research and evaluation findings are used to inform decision-making. 

This study used 2011–2016 National Health and Nutrition Examination Survey (NHANES) data to examine the relationship between estimated program participation, diet quality, indicators of nutrition and health, food consumption patterns, and nutrient intakes. 

The USDA Food and Nutrition Service’s 1990 WIC Medicaid Study I found that prenatal WIC participation was associated with improved birth outcomes and savings in Medicaid costs. A 2003 study by Buescher, et al., found that WIC participation during childhood was associated with increased health care utilization and Medicaid costs, and concluded that WIC enhanced children’s linkages to the health care system.

The purpose of this study is to evaluate the effectiveness of state agencies current peer group systems, and to provide guidance to state agencies on how to evaluate and update their systems. Specifically, it uses empirical analysis to identify one or more effective models for establishing vendor peer groups that could apply to most state agencies.

The National Academies of Sciences, Engineering, and Medicine  convened an expert committee to review and assess the nutritional status and food and nutritional needs of the WIC-eligible population and provide recommendations based on its review and grounded in the most recently available science. The committee produced three reports as part of this task. 

This report uses data from the National Health and Nutrition Examination Survey to provide a comprehensive picture of the nutrient intakes, food choices, and diet quality of young children who are WIC participants, income-eligible nonparticipants, and higher income participants.

This study is part of a larger FNS effort to ensure WIC program integrity and to comply with the Improper Payments Information Act of 2002 which requires FNS to estimate improper payments in its programs.

This report estimates the average monthly food costs for each of 5 WIC participant subgroups and estimates total dollars spent on 17 major categories of WIC-eligible foods in FY 2010. The participant and food level costs in this report are USDA’s first estimates since implementation of the 2009 WIC food package changes.
