This data collection fulfills states’ reporting requirements and describes trends in program participation during the COVID-19 pandemic from July 2020 through Dec. 2021. It is part of an ongoing study series examining CN program operations, repurposed to collect waiver reports from all states. The physical presence waiver, issued under the Families First Coronavirus Response Act of 2020, allowed WIC state and local agencies to remotely certify participants into WIC during the COVID-19 pandemic. This report summarizes data collected from surveys of WIC state and local agencies about the use of the physical presence waiver and the impact it had on WIC services.
Under the Families First Coronavirus Response Act of 2020, the USDA FNS issued certain programmatic waivers to state agencies to support continued access to WIC services and provide flexibilities to some administrative requirements. The WIC Food Cost-Containment Practices Study describes the voluntarily approaches state agencies used in 2018 to reduce food costs when selecting and authorizing WIC foods. This study is the second of its kind; the first was conducted by the USDA Economic Research Service in 2003. This report examines how six types of food cost-containment practices are associated with food costs and WIC participant satisfaction, benefit redemption, and food consumption in 12 state agencies.

This study examined the processes, procedures, and effectiveness of a second, independent review of applications for certain local education agencies under the Richard B. Russell National School Lunch Act. The requirement, which was first implemented in School Year 2014-15, is intended to reduce administrative certification error in LEA processing of household applications.
The Summer Meals Study provides a comprehensive, nationally representative assessment of the two summer meal programs operated by USDA: the Summer Food Service Program and the National School Lunch Program Seamless Summer Option. It is the first national study to simultaneously examine the facilitators and barriers to program participation among participating and nonparticipating families, sponsors, and sites. This study examines the characteristics of participating and nonparticipating children, including sociodemographic characteristics, household food security status, reasons for participation or nonparticipation, and satisfaction with the meals served to children in the summer of 2018.
FNS provides state administrative expense (SAE) funds to state agencies to support administration and oversight of federal child nutrition programs in their state. This study examines the formula used for allocations of SAE funds, identifies factors that influence state agency spending, and presents a series of options for consideration to potentially improve SAE allocations and procedures.
