The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

Child Nutrition Dashboard

The goal of the dashboard is to provide national and state level visualization of meals served, participation, and funding data for the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program. The dashboard can be used by federal, state, and local organizations to assess trends in child nutrition program activity.

This annual report provides details on the demographic characteristics and economic circumstances of SNAP households at both the national and state level. In 2013, most participants were children or elderly - 44 percent of participants were under age 18 and 9 percent were age 60 or older.

Resource | Research | Demonstrations SEBTC Demonstration: Evaluation Findings for the Third Implementation Year 2013 Final Report

The evaluation examined the impact of a $30 per child per month benefit on child, adult and household food security relative to a $60 monthly benefit. It found that the $30 benefit was as effective in reducing the most severe category of food insecurity among children during the summer as the $60 benefit.

Under the Community Eligibility Provision, schools do not collect or process meal applications for free and reduced-price meals served in the National School Lunch Program and School Breakfast Program. Schools must serve all meals at no cost with any costs in excess of the federal reimbursement paid from non-federal sources.
