The Agricultural Act of 2014 required the establishment of a Multi-Agency Task Force to provide coordination and direction for USDA Foods administered by FNS. FNS submits this report covering the period of January 2021 through July 2022 to the Senate Committee on Agriculture, Nutrition, and Forestry and the House of Representatives Committee on Agriculture.
To ensure program integrity, school districts must sample household applications certified for free or reduced-price meals, contact the households, and verify eligibility. This process (known as household verification) can be burdensome for both school officials and households. Direct verification uses information from certain other means-tested programs to verify eligibility without contacting applicants. Potential benefits include: less burden for households, less work for school officials, and fewer students with school meal benefits terminated because of nonresponse to verification requests.
The analysis conducted in this study builds on these two strands of the literature and uses three alternate definitions of breakfast: Consumption of any food or beverage. Breakfast intake of food energy greater than 10 percent of the Recommended Dietary Allowance (RDA). Consumption of foods from at least two of five main food groups and intake of food energy greater than 10 percent of the RDA.
