This study is the first nationally representative, comprehensive assessment of the school meal programs since the updated nutrition standards for school meals were phased in beginning School Year 2012-2013. This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Direct certification is a process conducted by the states and by local educational agencies to certify eligible children for free meals without the need for household applications.
The Food and Nutrition Service conducted the Direct Certification with Medicaid (DC-M) demonstration that enables selected States and districts to use household income data from Medicaid files to directly certify students for free school meals. This report focuses on the experiences of States and districts conducting DC-M during School Year (SY) 2013-2014, the second year of the demonstration. It examines whether DC-M leads to changes in the percentage of students certified, the number of meals served, Federal reimbursements, and certification costs incurred by districts. It also assesses State-level administrative costs and identifies the challenges that States and districts face when implementing DC-M.
This report uses data from the National Health and Nutrition Examination survey to provide a comprehensive picture of the nutrient intakes, food choices, and diet quality of American school children, broken out by participation in the National School Lunch Program and income status.

The Healthy, Hunger-Free Kids Act directed USDA to study the extent to which school food authorities participating in the National School Lunch and School Breakfast programs pay indirect costs to local education agencies. It specifically requested an assessment of the methodologies used to establish indirect costs, the types and amounts of indirect costs that are charged and not charged to the school foodservice account, and the types and amounts of indirect costs recovered by LEAs.

The Fresh Fruit and Vegetable Program aims to increase fruit and vegetable consumption among students in the nation’s poorest elementary schools by providing free fresh fruits and vegetables to students outside of regular school meals. The results presented in this interim report, for the 2010-2011 school year, focus on the total quantity of fruits and vegetables consumed and total energy intake (also referred to as total caloric intake), allowing the assessment of whether any additional fruit and vegetable consumption was in addition to or in place of other foods consumed.

USDA requested that the committee provide recommendations for the updating and revision of the Nutrition Standards and Meal Requirements for the school lunch and breakfast programs. The committee was asked to (1) outline the proposed criteria and process to be used to develop recommended revisions to the Nutrition Standards and Meal Requirements for both meal programs, (2) discuss how the concepts presented in Institute of Medicine reports and focused on the application of Dietary Reference Intakes to planning and assessment will be applied to school meals in Phase II, and (3) propose plans for undertaking a sensitivity analysis and for considering cost implications and market effects.
