This study is the first nationally representative, comprehensive assessment of the school meal programs since the updated nutrition standards for school meals were phased in beginning School Year 2012-2013. A study methodology report that describes the study design, sampling and data collection and a summary report that provides a brief overview of the study and key findings from the various reports are also available.

The Farm to School Census and Comprehensive Review includes the 2019 Farm to School Census; a descriptive review of the USDA Farm to School grant program; a review of published research on farm to school since 2010; and a set of interviews with school food distributors. 

This document summarizes the preliminary findings of two projects being completed by Mathematica Policy Research, Inc. on the subject of certification accuracy in the National School Lunch Program: Evaluation of the National School Lunch Program Application/Verification Pilot Projects: Findings on Deterrence, Barriers and Accuracy, and Case Study of Verification Outcomes in Large Metropolitan Areas.

From July to September 2002, FNS reviewed the free and reduced price eligibility determination process (i.e., application, verification, reapplication, meal ticket status) for each of 3,474 applications selected for verification in 14 large school food authorities in the 2001-02 school year. These SFAs enroll nearly one million children, among whom 45 percent were approved for free meals and 7 percent were approved for reduced price meals as of Oct. 31, 2001.

FNS launched the Eat Smart. Play Hard. campaign to promote USDA’s healthy eating and physical activity messages to children ages 2–18 and their caregivers. This campaign is an FNS agency-wide initiative and represents the latest effort by FNS to meet its strategic goal of improving the nutrition of children and low-income adults while at the same time addressing the major public health issue of the increasing prevalence of obesity among our nation’s youth. 

The National School Lunch Program and the School Breakfast Program are central parts of a national policy designed to safeguard the nutritional well-being of the Nation’s children. Despite the progress that has been achieved over the years in enhancing the quality of school meals, results of research conducted in the early 1990s indicated that school meals, on balance, were not meeting certain key nutritional goals. 

The NSLP offers free and reduced-price school meals to students from eligible households. Households with incomes at or below 130 percent of poverty are eligible for free meals, and households with incomes between 131 percent and 185 percent of poverty are eligible for reduced-price meals. Traditionally, to receive these benefits, households had to complete and submit application forms to schools or be directly certified. Direct certification, on the other hand, is a method of eligibility determination that does not require families to complete school meal applications. Instead, school officials use documentation from the local or state welfare agency that indicates that a household participates in AFDC or food stamps as the basis for certifying students for free school meals.

This new edition of the guide documents minor corrections and changes, bringing the procedures described in the original publication up to date.
