Changes to the WIC Food Packages Q&As - Fruits and Vegetables

Fiscal year 2025 cash-value benefit (CVB) amounts.

Are only cut herbs allowed? For example, plants at farmers markets are not allowed, correct?

Yes. Fresh herbs, cut at the root or with the root intact, are allowed. Potted herbs, like plants at farmers markets, and dried and other processed herbs, like dried basil, are not allowed.

Are herbs and spices allowed in canned vegetables?

Fresh, frozen, and canned fruit and vegetable products with an herb(s) or spice(s) as an ingredient will continue to be eligible as long as the product meets all regulatory requirements in WIC regulations at 7 CFR 246.10(e)(12).

What are the minimum federal stocking requirements for fruits and vegetables?

The final rule requires vendors to stock at least three (3) varieties of vegetables. Prior to the final rule, regulations required vendors to stock at least two (2) varieties of vegetables. The minimum stocking requirements of two (2) varieties of fruits remains unchanged. As these are federal minimum requirements, WIC state agencies may still continue to establish additional minimum stocking requirements at the state level.

Will the annual cash-value benefit (CVB) update be provided before July 1 each year so that WIC state agencies can update their processes before issuing the October benefits?

The updated CVB base amounts are now in regulation. USDA is committed to issuing an annual policy memorandum providing the monthly CVB amounts as soon as the information is available to give WIC state agencies adequate time to update their systems.
