This memorandum provides the fiscal year (FY) 2025 inflation-adjusted monthly cash-value voucher/benefit (CVV/B) amounts for fruit and vegetable purchases in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The monthly CVV/B amounts listed in tables 1-3 below are effective Oct. 1, 2024 to Sept. 30, 2025.

Regulatory Changes to CVV/B Base Amounts

The Revisions in the WIC Food Packages final rule, published in April 2024 (89 FR 28488), permanently increased the base amounts of the monthly CVV/B to align with current nutrition science-based recommendations. Each year, FNS will determine if any inflation adjustments will be made to the baseline CVV/B amounts established in the rule for the following federal fiscal year in accordance with WIC regulations at 7 CFR 246.16(j).

CVV/B Amounts for FY 2025

The FY 2025 inflation adjustment does not result in any whole dollar changes to the FY 2024 CVV/B amounts for children, pregnant and postpartum participants, and breastfeeding participants. Therefore, the FY 2025 amounts are:

CVV/B Juice Substitution Amount for FY 2025

The FY 2025 inflation adjustment to the monthly CVV/B substitution amount for juice does not result in a whole dollar change from the baseline regulatory amount. The FY 2025 amount is:

CVV/B Infant Food Jarred Fruit and Vegetable Substitution Amounts for FY 2025

The FY 2025 inflation adjustment for the monthly CVV/B substitution amounts of infant food jarred fruits and vegetables does result in whole dollar increases from the regulatory baseline amounts. The FY 2025 amounts are:

Inflation Adjustment Calculation

WIC regulations at 7 CFR 246.16(j) require that the monthly value of all fruit and vegetable CVV/Bs be adjusted annually for inflation, with the adjustments effective the first day of each FY. The inflation adjustment must equal the percentage (if any) by which the annual average value of the Consumer Price Index for fresh fruits and vegetables, computed from monthly values published by the Bureau of Labor Statistics, for the twelve months ending on March 31 of the fiscal year immediately prior to the adjustment year, exceeds the average of the monthly values of that index for the twelve months ending on March 31, 2021. If any increase in the CVV/B is not a multiple of $1, such increase must be rounded to the next lowest multiple of $1. In FY 2025, the CVV/B inflation adjustment is 11.4 percent over the FY 2022 base amounts established in the Revisions in the WIC Food Packages final rule.
