Proposed Rule: FSP High Performance Bonuses

This rulemaking proposes to amend Food Stamp Program (FSP) regulations to implement provisions of section 4120 of the Farm Security and Rural Investment Act of 2002 (FSRIA).

This section authorizes the Food and Nutrition Service (FNS) to award bonuses to states that demonstrate high or improved performance in administering the FSP. This rule proposes performance measures for these bonuses for fiscal year (FY) 2005 and beyond. It also proposes the data that will be used to measure the identified performance. The performance bonuses are meant to act as an incentive for state agencies to improve or maintain high performance in administering the FSP.
