Final Rule: FSP Noncitizen Eligibility and Certification Provisions of PL 104-193, as Amended by PL 104-208, 105-33 and 105-185 (Announcement of Effective Date)

This document announces the effective date of the final rule published on Nov. 21, 2000 at 65 FR 70133. That rule implemented several provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PL 104-193)and subsequent amendments to these provisions made by the Omnibus Consolidated Appropriations Act of 1997 (PL 104-208), the Balanced Budget Act of 1997 (PL 105-33), and the Agricultural Research, Extension, and Education Reform Act of 1998 (PL 105-185).

That rule finalized provisions related to application processing, aliens, matching activities, standardized deductions, pro-ration, and the Simplified Food Stamp Program. Several amendments in that rule contained information collection requirements that required the approval of the Office of Management and Budget (OMB) before they could become effective. These information collection requirements were approved by OMB on Sept. 10, 2001.
