TO: Regional Directors

All State Agencies

This policy memorandum transmits the 2022-23 Income Eligibility Guidelines (IEGs) for the Senior Farmers’ Market National Program (SFMNP).

Income eligibility for the SFMNP is determined using income standards as prescribed under 7 CFR Section 249.6(a)(3) of the SFMNP regulations. The income limit is 185 percent of the federal poverty guidelines, as adjusted. Guidelines are revised annually to reflect changes in the Consumer Price Index. The annual revision for 2022 was published by the Department of Health and Human Services (HHS) at 87 FR 3315, on Jan. 12, 2022.

To better align with Medicaid and the Commodity Supplemental Food Program (CSFP), SFMNP state agencies are strongly encouraged this year and going forward to implement the updated IEGs immediately or as soon as practicable. Since SFMNP is a seasonal program, state agencies that wait to implement the revised IEGs may result in participants being certified to participate in the program based on different income eligibility guidelines.

A supplemental chart is also attached for SFMNP state agencies to use in determining the annual, monthly, twice-monthly, biweekly and weekly income limits. There is also a chart for families greater than eight.

Acting Director
