The purpose of this memo is to allocate funding for Farm to Food Bank Projects in FY 2023.
As part of the WIC innovation and modernization efforts to be funded under ARPA, FNS will provide non-competitive grants to WIC state agencies for planning and implementation of technology enhancements that improve the WIC participant experience, as evidenced by increasing participant enrollment, reducing unnecessary administrative burden for both participants and administrators, and retaining eligible participants while improving equity.
This letter is in response to correspondence from WIC state agencies requesting flexibility with regard to the maximum monthly allowance (MMA) requirements in WIC as a result of the impact of the ongoing COVID-19 pandemic and the 2022 Abbott recall of certain powder infant formula on the nationwide supply chain leading to both periodic location and product-based WIC infant formula shortages.
This notice announces the annual adjustments to the national average payments, the amount of money the federal government provides states for lunches, afterschool snacks, and breakfasts served to children participating in the NSLP and SBPs; to the maximum reimbursement rates, the maximum per lunch rate from federal funds that a state can provide a school food authority for lunches served to children participating in the NSLP; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution that participates in the SMP for Children.

The purpose of this memorandum is to distribute $30 million provided by the Consolidated Appropriations Act 2022 to state agencies to competitively award Equipment Assistance Grants to eligible school food authorities participating in the National School Lunch Program. This memorandum and attachments provide guidance on the specific terms and conditions, funding goals, period of performance and timelines for these grants.
Pursuant to the authority in Section 2202 of the Families First Coronavirus Response Act, and current national supply chain constraints due to COVID-19, FNS is granting a waiver of certain fiscal action requirements in the National School Lunch and School Breakfast programs. This waiver is available for any state where there is a supply chain disruption with respect to foods served under such a qualified program and such disruption is due to COVID–19. FNS is also extending this flexibility to the NSLP Seamless Summer Option for the duration of this waiver.
