Beginning in 2000, the USDA began conducting a demonstration project, known as the National Master Processing Agreements, under which USDA Food and Nutrition Service arranges for national processing of federally donated foods.
Several data sources, including information on free and reduced price eligibility status changed as a result of verification, indicate that there is a significant problem with inaccurate certifications for free/reduced price meal benefits in the National School Lunch Program (NSLP). While a great deal of breastfeeding promotion and support is happening in WIC at both the state and local levels, there has been no systematic effort to evaluate what might work best in the WIC setting. Within this context, FNS contracted for a breastfeeding intervention design study with the following goals: Identify interventions to increase the incidence, duration and intensity of breastfeeding among women participating in WIC; and design an evaluation plan to examine the implementation and effectiveness of these interventions.

As you know, in August 2000, the procurement requirements for the child nutrition programs were moved from Department regulation 7 CFR Part 3015 to 7 CFR Parts 3016 and 3019.
