The Rapid Cycle Evaluation project provided interested states the opportunity to test small scale operational changes for improving program operations and delivery. Colorado, Connecticut, District of Columbia, Massachusetts, Minnesota and Rhode Island participated in developing and rigorously evaluating site-specific interventions.

Resource | Policy Final Rule Implementation Memo: SNAP E&T Program Monitoring, Oversight and Reporting Measures

The final rule, SNAP Employment and Training Program Monitoring, Oversight and Reporting measures, was published in the Federal Register on Nov.18, 2024. This final rule makes changes to the SNAP regulations implemented through the interim final rule. The provisions of this final rule are effective Jan. 17, 2025. However, to allow sufficient time for state agencies to make necessary modifications to their collection and reporting processes, state agencies must implement all provisions of this rule no later than Oct. 1, 2025.

Resource | Policy Final Rule: SNAP Employment and Training Program Monitoring, Oversight and Reporting Measures

On Nov. 18, 2024, FNS published the final rule Supplemental Nutrition Assistance Program (SNAP) Employment and Training (E&T) Program Monitoring, Oversight and Reporting Measures. The final rule implements the SNAP E&T provisions of section 4022(a)(2) of the Agricultural Act of 2014.

FNS is conducting this study to identify data available from SNAP state agencies, their E&T provider partners, and other sources that can be used to develop measures to assess equity in the administration of SNAP work requirements and E&T services.

FNS has prepared a letter to each State Commissioner, along with an appendix of additional resources, detailing the federal requirements state SNAP agencies must meet to operate a mandatory SNAP Employment and Training (E&T) program.

The purpose of the case management services is to guide E&T participants towards appropriate E&T components and activities based on the participant's needs and interests, to support the participant in the E&T program and to provide activities and resources that will assist the participant toward self-sufficiency.
