The purpose of this memorandum is to strongly encourage local educational agencies to accept eligibility determinations from a transferring student’s former LEA to minimize disruptions in meal benefits for low-income students and avoid student debt resulting from unpaid meal charges.

 This Notice announces the annual adjustments to the “national average payments,” the amount of money the federal government provides states for lunches, afterschool snacks and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the “maximum reimbursement rates,” the maximum per lunch rate from federal funds that a state can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution which participates in the Special Milk Program for Children.

Section 4031 of the Agricultural Act of 2014 required a study to determine the feasibility of operating SNAP, or an alternative model of benefit delivery, in the CNMI. This report assesses the CNMI's capacity to administer SNAP in six key SNAP program areas; describes potential barriers to implementing SNAP and modifications that might be needed; and explores which elements of SNAP could be implemented under the existing block grant structure.

Resource | Final Rule Final Rule: SNAP Nutrition Education and Obesity Prevention Grant Program

This rule adopts the interim rule implementing the SNAP nutrition education and obesity prevention grant program with changes as provided in this rule. This rule also amends SNAP regulations to implement section 28 of the Food and Nutrition Act (FNA) of 2008, as added by section 241 of the Healthy, Hunger-Free Kids Act (HHFKA) of 2010, to award grants to states for provision of nutrition education and obesity prevention programs.

This study updates a 2009 analysis of the nutrient and food group content of the USDA Foods offered and delivered through federal nutrition assistance programs. The study also estimated the Healthy Eating Index (HEI) scores under the HEI-2010 and the HEI-2005 scoring systems for each program’s benefits.
