This memorandum updates previously issued questions and answers to reflect recent program changes.  This memorandum supersedes SFSP 09-2014 Revised, Summer Food Service Program Questions and Answers, Nov. 12, 2013.

This memorandum provides guidance and clarification on health and safety inspection requirements in the Child and Adult Care Food Program and the Summer Food Service Program.

Parts of this memorandum have been rescinded by SFSP01-2019: Summer Food Service Program Memoranda Rescission, Oct. 11, 2018. Rescinded policy has been struck through.

This memorandum responds to a number of recent questions and requests to provide clarifying guidance to state agencies and child nutrition program operators, including the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program, regarding the expectation and enforcement of ethical conduct by their employees engaged in procurement of program goods and service.

This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2013 through June 30, 2014.

The evaluation analyzed administrative data acquired from the six States that participated in the 2012 Enhanced Summer Food Service Program (eSFSP) Demonstrations to examine the impact of the demonstrations on participation. It found that the impacts on participation were mixed. For the Backpack demonstration, sites in one State increased the number of children and meals served, sites in another State served more meals but did not increase the number of children served, and both meals and children served decreased in the third State. Analysis of the Meal Delivery demonstration indicates the demonstration likely increased the number of children served.

The evaluation used interviews and site visits to capture implementation strategies and stakeholders’ views of the 2012 Enhanced Summer Food Service Program (eSFSP) demonstrations. Results indicated that sites used different strategies for recruitment and outreach; the types of food delivered; training; and technical assistance. Site administrators felt that previous experience operating an SFSP site; good use of partnerships, volunteers, consultants, and activities to make the projects family friendly; a focus on healthful eating; and careful use of resources for efficiency were important to successful implementation. Also, both participating families and site operators felt the demonstrations were an important resource to address summer hunger.

The evaluation examined the impact of a $30 per child per month benefit on reducing child, adult and household hunger relative to a $60 monthly benefit. It found that the $30 benefit was as effective in reducing the most severe category of hunger among children during the summer as the $60 benefit.

This memorandum provides guidance and clarification regarding individual income eligibility determinations and duration in the Child and Adult Care Food Program and the Summer Food Service Program.

This memorandum supersedes SP 25-2012, CACFP 12-2012, SFSP 10-2012, Disaster Response and provides an overview of ways state agencies, school food authorities participating can respond to situations resulting from damage or disruptions due to natural disasters such as hurricanes, tornadoes, and flood as well as other exceptional emergency situations or man-made disasters. Allows state agencies to designate any appropriate facility, which is providing meals to displaced families who are being temporarily housed elsewhere, as a CACFP emergency shelter during a natural disaster or other emergency situation.
