Pursuant to the provisions of the Privacy Act of 1974 and Office of Management and Budget (OMB) Circular No. A-108, notice is hereby given that the United States Department of Agriculture (USDA) proposes to create a new system of records (SOR) entitled USDA/FNS-15, “National Supplemental Nutrition Assistance Program (SNAP) Information Database.”
We are proposing to rescind Supplemental Nutrition Assistance Program: Revision of Civil Rights Data Collection Methods regulations, issued as a final rule on Dec. 14, 2023.
We are committed to upholding Secretary of Agriculture Rollins’ priority to take swift action to minimize instances of fraud, waste, and program abuse, and to ensure American taxpayer dollars are spent with integrity and accountability. We are issuing this memo, both in support of that priority and in response to requests from SNAP state agencies and FDPIR administering agencies, for additional guidance on preventing dual participation and ensuring comparable disqualifications are applied in SNAP and FDPIR.
On March 20, 2025, President Trump issued Executive Order 14243, Stopping Waste, Fraud, and Abuse by Eliminating Information Silos. Among myriad important directives, this Executive Order required agency heads to “take all necessary steps, to the maximum extent consistent with law, to ensure the Federal Government has unfettered access to comprehensive data from all state programs that receive federal funding, including, as appropriate, data generated by those programs but maintained in third-party databases.”

We are equally committed to taking swift action aimed at eliminating fraud occurring in the SNAP retailer community and rooting out bad actors who take advantage of the taxpayer’s generosity.

FNS is withdrawing the proposed rule titled, “Provisions to Improve the Supplemental Nutrition Assistance Program's Quality Control System,” that published in the Federal Register on Sept. 19, 2023, and its correction on Dec. 19, 2023.
USDA is proposing to formally incorporate the FNS Handbook 310 into SNAP regulations. By doing so, it ensures that the public receives a notice and comment period prior to implementation of revisions to the handbook, the standard operating procedure manual for conducting quality control reviews of SNAP cases.
