This report responds to the requirement of PL 110-246 to assess the effectiveness of state and local efforts to directly certify children for free school meals. Direct certification is a process conducted by the states and by local educational agencies to certify eligible children for free meals without the need for household applications.
The Child Nutrition (CN) label and a manufacturer’s Product Formulation Statement (PFS) are documents that provide a way for a manufacturer to demonstrate how a processed food product may contribute to the meal pattern requirements in child nutrition programs (CNP).
The Healthy, Hunger-Free Kids Act of 2010 requires USDA to establish nutrition standards for all foods sold in schools — beyond the federally supported meals programs. This new rule carefully balances science-based nutrition guidelines with practical and flexible solutions to promote healthier eating on campus.

School food authorities should include a copy of the label from the purchased product package in addition to the following information on letterhead signed by an official company representative.
