FNS is proposing to amend Food Stamp Program regulations by increasing the disqualification penalties for individuals who are found guilty in a federal, state or local court of trading or receiving food stamp coupons (coupons) for firearms, ammunition, explosives or controlled substances. This proposal is aimed at deterring recipient abuse in the Food Stamp Program. This rule also proposes changes to the procedures for establishing intentional program violations. These changes are based on recommendations from state agencies and the Department's Office of the General Counsel (OGC).
