In October 2024, we published a final rule that updates USDA Foods in Disasters regulations to increase access to the program and to and to increase parity within it. Most of the changes take effect within 60 days of the rule’s publication, on Dec. 30, 2024.
Overview

Removing Disaster-SNAP (D-SNAP) Restrictions
Those affected by disasters may now receive both D-SNAP and a Disaster Household Distribution at the same time, if needed.
Improving USDA’s ability to quickly mobilize foods
Reporting requirements for Disaster Household Distributions will now allow USDA to better address emergent needs.
Making requirements easier to understand
Regulations related to congregate meals and Disaster Household Distributions are now located in distinct sections.
Ensuring continuity of other programs
Regulations now clearly state that disaster response activities should not negatively impact other USDA Foods programs.
