The Food and Nutrition Act of 2008, as amended, requires the SNAP QC system use a tolerance level to set the threshold for determining which errors are included in the national payment error rate calculation. This threshold is adjusted on an annual basis to correspond to changes in the Thrifty Food Plan. Based on changes in the Thrifty Food Plan, the tolerance threshold will increase to $39 for FY 2021. For FY 2021, all state agencies shall use $39 as the QC tolerance level for excluding small errors. All errors, regardless of dollar amount, shall continue to be reported in accordance with existing policy.
Enclosed are page changes to the FNS Handbook 310 to include the FY 2021 QC tolerance threshold. Please replace the pages as indicated below.
