How to Get Your Product Considered for USDA Foods

Process to Update the FAL

  1. Vendor submits request to USDA Foods

    If the product meets the minimum criteria, you should email USDAFoods@usda.gov and include the following information:

    • Complete description of the product
    • Description of current sales channels and demand from similar program participants
    • Pack size
    • Nutrition information
    • Packaging material
    • Ingredient statement
    • Allergen information
    • Price per pound
    • Shelf life and storage requirements
    • Kosher or halal certifications, if applicable
    • Child Nutrition Label or Product Formulation Statement, if applicable

    The USDA Foods team typically provides a preliminary response to acknowledge the receipt of the request within 1-2 weeks.

  2. Product assessment

    We assess whether the product is appropriate and acceptable for our food distribution programs.

  3. Add the product to annual priority list

    USDA keeps an internal priority list that is updated each January. Potential new products will be added to the upcoming year’s list.

  4. Conduct market research

    Determine product availability in the market by identifying vendors and estimated capacity. Product specifications and packaging is assessed to determine consistency across vendors that supply the product. Market research may take some time.  We appreciate your patience during this process.

  5. Develop specification

    Each item on the FAL has a specification that describes the product's nutrient content, flavor, color, texture, labeling and inspection requirements.

  6. Conduct product review and testing

    The product is evaluated to ensure it meets the requirements in the specification, including packaging requirements. A panel may evaluate product samples.

  7. Develop procurement schedule

    The procurement schedule includes the timing for issuing a solicitation, awarding contracts, and setting delivery periods.

  8. Add to Foods Available List

    Program operators are notified about the new food added to the FAL and submit orders to FNS. AMS issues solicitations for orders received. USDA reviews bids and issues awards for purchase.
