This memorandum follows up on our Oct. 8, 1993 (attached) memorandum on day care homes and is intended to reaffirm the policy on rental homes. The October 8 memorandum did not specifically address this issue and as a result a number of questions have been asked.

The use of rental homes was first addressed in a Nov. 6, 1987 (see attached) memorandum. That memorandum allowed the use of rented homes, in deference to state licensing authority, but did not allow their use in alternate licensing situations. The policy established in the November 1987 memorandum will continue, along with the policies explained in the Oct. 8, 1993 memorandum.
