Attached is updated policy guidance on the meal requirements for the National School Lunch Program (NSLP) and School Breakfast Program (SBP) effective school year 2019-2020. This memorandum rescinds and replaces memorandum SP 10-2012 (v. 9), Questions and Answers on the Final Rule “Nutrition Standards in the National School Lunch and School Breakfast Programs,” dated Aug. 3, 2015.
This memorandum includes questions and answers updated to incorporate changes codified by two final rules: (1) Child and Adult Care Food Program: Meal Pattern Revisions Related to the Healthy, Hunger-Free Kids Act of 2010 (81 FR 24348, published April 25, 2016) and (2) Child Nutrition Programs: Flexibilities for Milk, Whole Grains, and Sodium Requirements (83 FR 63775, Dec. 12, 2018). This document also includes updated crediting questions and a new resources section. Outdated references, citations, and questions have been removed throughout the document, and minor edits were made to clarify content.
State agencies are reminded to distribute this memorandum to program operators. Program operators should direct any questions concerning this guidance to their state agency. State agencies with questions should contact the appropriate FNS regional office.
