Food Delivery Portal
The Food Delivery Portal (FDP) is the federal system that WIC state agencies use to report on WIC vendor management activities. This system replaced The Integrity Profile (TIP) in FY 2021.

Waivers and State Plans
Waivers and State Plans (WiSP) is a federal system that allows WIC, FMNP, and SFMNP state agencies to request program waivers and manage their state plans.
- WiSP State Plan Module: Coming April 2026.
- WiSP Waiver Module: Coming soon. At this time, the Waiver Module in WiSP will not be utilized for waiver submissions. Please continue requesting waivers as previously established.

Account Creation
Access to FNS applications will require a Login.gov account that is linked to USDA eAuthentication (eAuth).
- Obtain and link a Login.gov Account.
- Click on one of the links above that begin with “SA” to begin account creation.
- Use the detailed instructions to create and link accounts.
- Verify your identity.
- Complete an FNS-674 form. More information can be found in:

- Instructions for FDP Users
- FDP accounts will require both the FNS-674 form and a SNAP STARS Confidentiality form. These forms are available from your state agency management, FNS regional office, or the FDP Helpdesk.
- Turn in the completed package to the FDP Helpdesk. You will receive an email when your user account is ready to use.
- Instructions for WiSP Users
- WiSP accounts only require an FNS-674 form. Turn in the completed package to the WiSP Helpdesk. You will receive an email when your user account is ready to use.
Note: The FNS-674 requires Adobe Acrobat Reader. If Adobe Acrobat Reader is needed, please download the software.
