James C. Miller serves as the Administrator for Food and Nutrition Service (FNS) at the U.S. Department of Agriculture (USDA). With a proven record of driving operational excellence and safeguarding public resources, Administrator Miller is committed to leading FNS toward greater efficiency, transparency and effectiveness.
In this role, Administrator Miller is focused on delivering on President Trump and Secretary Rollins’ priorities of driving accountability across the agency’s 16 nutrition programs, ensuring taxpayer resources are supporting families in their time of need while also giving them the tools to find and retain employment—helping Americans become self-sufficient. Administrator Miller is keenly aware and focused on modernizing these programs to minimize fraud, waste and program abuse that erodes trust in these crucial programs.
In aligning with Secretary Rollins' priorities for the Food and Nutrition Service, Administrator Miller is committed to creating new opportunities to connect America’s farmers to the nutrition assistance programs and encourage healthy food options that drive better health outcomes in SNAP, school lunches and WIC in particular.
As Administrator, Miller leverages his extensive experience in financial and operational management across the healthcare, nonprofit and government sectors. His background includes senior leadership roles at state and local agencies responsible for overseeing programs such as Medicaid and school nutrition. Most recently, he served as the Chief Financial Officer of the Florida Association of Community Health Centers, where he spearheaded initiatives to streamline financial processes, reinforce fiscal integrity, and improve operational efficiency. Administrator Miller has an MBA in Healthcare Management and a bachelor’s degree in accounting.
