The third annual survey of School Food Authorities found that 95 percent of SFAs faced supply-chain related challenges in school year (SY) 2023-24, but that the number of reported challenges and impacts they have on school food service have largely declined compared to SY 2022-23. The School Food Authority Survey on Supply Chain Disruptions was administered by FNS from November 8th through December 13th through a 20-minute online questionnaire. The survey was sent to all SFAs operating child nutrition programs to gather information on the scope of the supply chain disruptions and school meal operations during school year 2021-22.
This is the third study in the Access, Participation, Eligibility, and Certification study series, conducted in school year 2017-18. FNS relies upon the APEC series to provide reliable, national estimates improper payments made to school districts operating the NSLP and SBP. APEC studies also help identify sources of error and inform FNS policy and technical assistance for state agencies and school food authorities to reduce error. FNS conducted previous iterations of the study in school years 2005-06 and 2012-13.

The Healthy, Hunger-Free Kids Act directed USDA to study the extent to which school food authorities participating in the National School Lunch and School Breakfast programs pay indirect costs to local education agencies. It specifically requested an assessment of the methodologies used to establish indirect costs, the types and amounts of indirect costs that are charged and not charged to the school foodservice account, and the types and amounts of indirect costs recovered by LEAs.
Under the Community Eligibility Provision, schools do not collect or process meal applications for free and reduced-price meals served in the National School Lunch Program and School Breakfast Program. Schools must serve all meals at no cost with any costs in excess of the federal reimbursement paid from non-federal sources.
Program errors and the risk of erroneous payments in the National School Lunch Program (NSLP) and School Breakfast Program (SBP) continue to be a concern. Slightly more than one in five students were certified inaccurately or erroneously denied benefits in school year (SY) 2005-06. New data estimates the gross cost of school meals erroneous payments due to certification error at about $935 million while other operational errors represent about $860 million.
