Resource | Research and Data SNAP E&T 2014 Farm Bill Pilot Projects

The 2014 Farm Bill authorized up to $200 million for the development, implementation, and evaluation of up to 10 pilot projects designed to reduce dependency and increase work effort under SNAP. These pilots gave USDA and states the opportunity to build on existing SNAP E&T programs and test new strategies to determine the most effective ways to help SNAP recipients gain and retain employment that leads to self-sufficiency.

The School Food Authority Survey II on Supply Chain Disruption and Student Participation was administered to all SFAs operating child nutrition programs in schools to gather information on the impacts of continued supply chain disruptions and the return to standard operations during SY 2022–23.

The physical presence waiver, issued under the Families First Coronavirus Response Act of 2020, allowed WIC state and local agencies to remotely certify participants into WIC during the COVID-19 pandemic. This report summarizes data collected from surveys of WIC state and local agencies about the use of the physical presence waiver and the impact it had on WIC services.

​This report presents estimates of the percentage of eligible persons, by state, who participated in SNAP during an average month in FY 2019 and in the two previous fiscal years. SNAP eligibility criteria include maximum income and resource thresholds, as well as certain nonfinancial criteria, such as age and disability status.

The Child Nutrition Act, established a new reporting requirement for the WIC program. USDA is now mandated to compile and publish annually, breastfeeding performance measurements based on program participant data on the number of partially and fully breastfed infants for each WIC state and local agency.

This report is the latest in a series on Supplemental Nutrition Assistance Program (SNAP) participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules to those who actually participate in the program. Because the coronavirus COVID-19 public health emergency affected data collection starting in March 2020, this summary covers only the pre-pandemic period of October 2019 through February 2020.
