The Consolidated Appropriations Act of 2023 authorized Summer Electronic Benefits Transfer for Children (Summer EBT) as a permanent federal food assistance entitlement program beginning in summer 2024. Summer EBT has been tested through evaluations of demonstration projects since 2011. With pending implementation of this new program, this is an appropriate time to reflect on what USDA, FNS research has learned through more than a decade of study.

The primary purpose of this study was to better understand the existing landscape of MCS technology, and highlight best practices and lessons learned for from the use of MCS programs by SNAP state agencies.

Resource | Research and Data | Participation Characteristics Reaching Those in Need: Estimates of USDA's SNAP Program Participation Rates in 2019

​This report presents estimates of the percentage of eligible persons, by state, who participated in SNAP during an average month in FY 2019 and in the two previous fiscal years. SNAP eligibility criteria include maximum income and resource thresholds, as well as certain nonfinancial criteria, such as age and disability status.

Resource | Research and Data | Demonstrations SEBTC Demonstration: Evaluation Findings for the Third Implementation Year 2013 Final Report

The evaluation examined the impact of a $30 per child per month benefit on child, adult and household food security relative to a $60 monthly benefit. It found that the $30 benefit was as effective in reducing the most severe category of food insecurity among children during the summer as the $60 benefit.

Resource | Research and Data | Food Security SNAP: Examining the Evidence to Define Benefit Adequacy

The purpose of this study was to examine how to define “adequacy” of SNAP allotments objectively in the context of program goals to improve food security and access to a healthy diet, existing data sources that could inform an assessment of the adequacy of existing and potential alternative SNAP allotments, and new data requirements to strengthen the evidence-base and allow for further rigorous analyses.
