This study is the first nationally representative, comprehensive assessment of the school meal programs since the updated nutrition standards for school meals were phased in beginning school year 2012-2013. Enrollment for the WIC Program in April 2018 totaled 7,837,672. Of this total, Whites accounted for 58.81%, Blacks/African Americans 21.54%, American Indian/Alaskan Natives 8.88%, Multiple Race 6.08%, Asians 3.78%, Hawaiian/Pacific Islanders 0.81%.

A national estimate of breastfeeding initiation for WIC infants is included. The report also describes WIC members of migrant farm-worker families.
The 1996 study of WIC program and participant characteristics, like PC92 and PC94, is substantially different from earlier efforts to collect data on WIC participants. PC96 employs the prototype reporting system which was developed by FNS for the collection of participant information from state WIC agencies.
