This report presents findings from the evaluation of the first Healthy Fluid Milk Incentives project. The project tested take-up of incentives delivered through coupons issued to SNAP participants when they purchased "qualifying fluid milk" with their SNAP benefits at four pilot stores in west Texas.
The final evaluation report presents findings on the impacts of HIP on fruit and vegetable consumption and spending, the processes involved in implementation and operating HIP, impacts on stakeholders, and the costs associated with the pilot.
This study developed innovative approaches to using nutrition labeling systems to incentivize healthy food choices by SNAP participants in retail settings. The approaches consider opportunities for using Front of Package and shelf labeling systems across all food categories and retail settings.
This report is meant to be the first systematic study of the roles different organizations play in designing and implementing SNAP based incentive programs, how they choose markets for their programs, and how they evaluate success of their programs.
The Food, Nutrition and Conservation Act of 2008 (also known as the Farm Bill) authorized funds to pilot test and rigorously evaluate the impact of financial incentives at the point-of-sale for the purchase of fruits, vegetables or other healthful foods on the diet quality of participants in the Supplemental Nutrition Assistance Program FNS refers to this effort as the Healthy Incentives Pilot or HIP. HIP operated for 14 months in Hampden County, MA.
The Healthy Incentive Pilot (HIP) is being evaluated using a rigorous research design. The overall goal of the evaluation is to assess the impact of HIP on participants’ intake of fruits and vegetables.
The Early Implementation Report addresses the processes involved in implementing and operating HIP, focusing on the early implementation period, from pilot inception to March 2012.
The purpose of this study is to identify whether spending more money on food leads SNAP and other low-income households to purchase and consume more nutritious foods. Specifically, the study analyzed the percentage and absolute change in diet-quality measures that are associated with a 10-percent increase in food expenditures for SNAP participants and income-eligible nonparticipants. The study also seeks to identify other factors or household characteristics that may affect this relationship.
Data from the National Health and Nutrition Examination Survey (NHANES 1999-2004) provide a comprehensive picture of the nutrient intakes, diet quality, and food choices of Food Stamp Program participants. Data are presented for FSP participants, income-eligible nonparticipants, and higher income non-participants, broken out by age and gender.
Because of concerns about poor diet, overweight, and obesity among low-income Americans, there is considerable interest in using federal nutrition assistance programs to promote healthy choices. Some argue that food stamp recipients should be prohibited from using their benefits to buy foods with limited nutritional value (commonly described as “junk” foods). The Food Stamp Act currently places few limits on the use of food stamp benefits, as long as they are used to buy food to eat at home. The idea of restricting the use of food stamp benefits may be appealing on its face. However, upon closer examination, serious concerns emerge regarding the feasibility and rationale for the proposed restriction.
