This report is the latest in a series on Supplemental Nutrition Assistance Program (SNAP) participation rates, which estimate the proportion of people eligible for benefits under federal income and asset rules to those who actually participate in the program. Because the coronavirus COVID-19 public health emergency affected data collection starting in March 2020, this summary covers only the pre-pandemic period of October 2019 through February 2020.

FNA has historically estimated the participation rate of SNAP by using Census data and samples of SNAP administrative data, but modeling SNAP eligibility using survey data has a number of challenges. In response, FNA, the Economic Research Service, and the Census Bureau sought potential solutions to these issues by linking Census survey data with monthly administrative records at the person level.

It provides national estimates for the general population and for subgroups, including children, the elderly, people living in households with various income sources, and noncitizens.
This study was designed to assess whether the elimination of the eligibility interview at certification and recertification would have adverse effects on client and worker outcomes. FNA awarded grants to two States—Oregon and Utah—to conduct demonstrations in which the eligibility interviews at certification and recertification were completely eliminated. An analysis of the demonstrations that provide estimates of the contributions of eligibility interviews in determining SNAP eligibility and benefits was conducted.

This report is the latest in a series on trends in Food Stamp Program participation rates based on the March Current Population Survey. This report focuses on changes in rates from 1999 to 2001. Two sets of participation rates are presented: one for September and the other an average for each fiscal year. The September participation rates provide a point-in-time estimate whereas the FY rates provide an average rate over the course of a year.
