Authorized by the 2014 Farm Bill, the USDA Pilot Project for Procurement of Unprocessed Fruits and Vegetables was designed to provide states with additional flexibility in the procurement of unprocessed fruits and vegetables. This report – part of an annual series – presents estimates of the percentage of eligible persons, by state, who participated in the USDA’s Supplemental Nutrition Assistance Program during an average month in FY 2015 and in the two previous fiscal years. This report also presents estimates of state participation rates for eligible “working poor” individuals (persons in households with earnings) over the same period.
This study was the first in a series of studies that estimated the extent of retailer-level SNAP benefit trafficking. The major findings included large stores having only half the store violation rate that smaller stores had. Additionally, the overall benefit trafficking rate was 13.0% as compared to 1.3% in the latest trafficking rate study.
