This memorandum provides guidance for state agencies to implement the statutory changes mandated by PL 106-224, which was signed into law by the President on June 20, 2000. We have attached a letter for this purpose, and we ask you to transmit it to your state agencies without change. This will help ensure uniform implementation of these legislative provisions. To facilitate the process, we have also sent you an electronic version of this memorandum by email.
Due to the complexity of the legislative changes, the guidance is limited. Regulations codifying the legislative changes and their implementation will be published as soon as possible. Until implementing regulations are published, program changes must be implemented based on the attached guidance.
