This memorandum seeks to clarify questions raised by state agencies attending the July Disaster Food Stamp Program (DFSP) training in Biloxi, Mississippi concerning the authorities under which the Food and Nutrition Service may authorize operation of the DFSP.
FNS has become aware of a growing trend in states to consolidate or centralize some or all of the state's IT services across departmental lines. Because these organizational changes can have unintended consequences for our Food Stamp and WIC state agencies, we think it prudent to remind states of FNS requirements regarding such arrangements.
This report – the latest in an annual series – presents estimates of the percentage of eligible persons, by state, who participated in the Food Stamp Program (FSP) in an average month in fiscal year 2005 and in the 2 previous fiscal years. This report also presents estimates of state participation rates for eligible “working poor” individuals (persons in households with earnings) over the same period.
The report draws on data for households participating in the Food Stamp Program under normal rules and thus does not include information about those who received disaster assistance after the Gulf Coast hurricanes in September and October 2005.
This guidance, including clarifications regarding the definition of “current review year” and what is considered to be “acceptable documentation”, will remain in effect unless it becomes necessary to reconsider.
This is to advise you that we are modifying our criteria for the approval of waivers of the face-to-face interview at both initial and recertification.
This policy memo provides clarification on terminating cases when a household does not spend their Food Stamps each month.
We are providing guidance regarding the collection of fees for child support enforcement when there is an issue in interpreting specific provisions of the Food Stamp Act and the Social Security Act.
