FNS issued eight child nutrition programs off-site monitoring fact sheets to assist states and sponsors in conducting off-site monitoring of child nutrition programs during the pandemic. These documents include a fact sheet that has background information on all programs, as well as separate facts sheets for state and local operators for each program.

Resource | Training and Outreach Pandemic Electronic Benefits Transfer (P-EBT) Questions and Answers for Retailers

FNS published the SNAP: P-EBT Integrity Final Rule which requires FNS to treat P-EBT benefits the same as SNAP benefits for the purposes of identifying and sanctioning program violators.

Resource | Policy Nationwide Waiver to Allow Meal Pattern Flexibility in the Child Nutrition Programs – Extension 5

FNS waives, for all states, the requirements to serve meals that meet the meal pattern requirements during school year 2020-21. This waiver revises the Nationwide Waiver to Allow Meal Pattern Flexibility in the Child Nutrition Programs – Extension #4 granted on June 25, 2020, for all programs except the Summer Food Service Program. This waiver applies to state agencies administering, and local organizations operating, the National School Lunch Program, School Breakfast Program, and Child and Adult Care Food Program.

Resource | Research and Data | Assessing/Improving Operations Evaluation of the Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstrations, Year 2

This report examines the impact of using Medicaid data to directly certify students for free and reduced-price school meals in the National School Lunch and School Breakfast Programs in 15 states in school year 2017-18. Certification, participation and reimbursement outcomes for Cohort 1 states in their second year of implementation and Cohort 2 states in their first year of implementation are discussed.

Resource | Grants SNAP E&T Data and Technical Assistance (DATA) Grant Summaries 2020

In September 2020, USDA awarded approximately $3.2 million in Data and Technical Assistance (DATA) grants to five states.  These grants are intended to support the full range of needs state agencies may have related to the development, collection, reporting, analysis and use of SNAP E&T participant outcome data. Among other things, funds can be used for training and capacity building, including efforts to improve E&T data quality; information technology systems development to support the collection, reporting, and analysis of SNAP E&T data; and/or continuous program improvement of SNAP E&T programs.

Resource | Guidance Documents Food Determinations – Eligible Food (Excluding Meal Services)

This memorandum clarifies policy related to "eligible foods," which are foods and other items that may be purchased with SNAP benefits. This memorandum does not address meals that may be purchased with SNAP benefits from firms authorized to serve such meals, although these meals are also eligible foods.

Resource | Policy Nationwide Waiver to Allow Offer Versus Serve Flexibilities in the Summer Food Service Program

During the public health emergency due to COVID-19, FNS waives, for all states, requirements that limit the use of Offer versus Serve to school food authorities and require sponsors to apply OVS under the rules followed for the National School Lunch Program.
