FDPIR FNS-152 Reporting Related to the Supply Chain Disruptions

This document provides guidance for FDPIR administering agencies on reporting retroactive issuances of partial and full food packages to participants on the FNS-152 during the ongoing warehouse delivery delays.

We understand the flexibility to allow retroactive food package distributions may lead to reporting that is not consistent with prior years. We will provide technical assistance as needed to support FDPIR administering agencies in reporting the issuance of FDPIR food packages, with the goal of participation and food package issuances reported accurately in support of program integrity. We will also provide flexibility in reporting deadlines, as needed, to ensure you have the time needed to accurately report this information to USDA.

Partial Retroactive Distributions

For partial retroactive distributions, participation and all food issuance should be reported on the FNS-152 for the month in which the food package was intended to be distributed. For example, if you request a partial retroactive distribution for vegetables for the month of September and retroactively distribute those vegetables in October, both the categories actually distributed in September as well as the retroactively distributed vegetables should be included on the September FNS-152. You should work with your regional office to include a remark on the September FNS-152 indicating how many partial retroactive distributions occurred for that month.

Full Retroactive Distributions

Participation and all food issuance should be reported on the FNS-152 for the month in which the food package was intended to be distributed. For example, if a full September food package was actually distributed to participants in October due to an approved retroactive distribution, both the participation and the full food issuance should be reported on the September FNS-152. You should work with your regional office to include a remark on the September FNS-152 indicating how many full retroactive distributions occurred for that month.

Detailed System Reporting Instructions

For a September retroactive food package, in all systems (AIS, IFMS, Sygnal), FDPIR ITOs and state agencies that provide September retroactive food package distributions must generate a new September FNS-152 report when the October FNS-152 report is generated to ensure that the September retroactive issuances are included on the September FNS-152. The updated September FNS-152 should be submitted to the regional office with the October FNS-152. Regional offices that generate FNS-152 reports in IFMS must generate a new September FNS-152 report when the October FNS-152 is generated.

IFMS and AIS September Retroactive Food Package Distribution Instructions

  • Receipt inventory in – WBSCM and FFAVORS deliveries received in October should be receipted in IFMS and AIS with the receipt date of Sept. 29, 2024. 
  • Issuance – Retroactive September issuances should be completed in IFMS and AIS with the issuance date of Sept. 29, 2024.
